Edward L. Swanger CPA

Director of Finance

Mr. Swanger is a certified public accountant in his 11th year as Director of Finance. He assumed his position on November 15, 1994 as the school system's first Director of Finance. He has a total of 14+ years experience in school finance, and 7+ years experience in public accounting with audits of labor union health and pension programs, retail, county governments, colleges, department of labor contracts, and other not for profit agencies.

He is an avid sports enthusiast, enjoys traveling and learning about the different areas of the U.S., and enjoys the casual reading of finance and retirement planning articles.

His oversight responsibilities in school finance include:

  • Coordination, planning, supervision, and monitoring of the school system and department budgets
  • Preparation of State budget documents, financial reports, and accountability tests
  • Preparation/presentation of the annual school budget to the County Commission
  • Preparation/inclusion of the public school system budget into the County budget format
  • Preparation/presentation of budget amendments to the School Board and County Commission
  • Preparation of monthly school board and county commission financial reports
  • Monitoring of federal grant budgets, including the draw down of funds for payroll, activities, etc.
  • Supervision of payroll, accounts payable, purchasing, inventory, G/L, and GASB 34 capital assets
  • Supervision of current FLSA, IRS, TCA, and School Board policies, regulations, and laws
  • Reconciliation of State personnel reports to State financial reports; review for eligibility, placement
  • Supervision of building program accounting; working with architects, construction managers, etc.
  • Responsibility for training and monitoring of Student Activity Fund Accounting at all nine schools
  • Coordination/planning of the annual audit of the Student Activity Funds with an external CPA
  • Coordination/planning of the annual audit of the School System with the State Comptroller's Office

Mr. Swanger has 22 years experience in accounting, 19 as a licensed certified public accountant in the State of Tennessee. His past experience and educational background includes:

  • Class of 1972: Tyner High School
  • December 1983: B.S. Accounting, University of Tennessee at Chattanooga
  • 1987: CPA Certificate # 10118
  • 1984-1991: Hazlett, Lewis and Bieter CPA's
  • 1991-1994: Hamilton County Government (Dept. of Education accounting supervisor)
  • 1994-Current: Marion County School System
